A mediados de 1902 se dispuso el llamado a concurso público internacional de "un proyecto de Palacio Legislativo para la ciudad de Montevideo". Su ubicación era la acordada en la mencionada ley del año 1896, es decir, el predio ubicado frente a la Iglesia de la Aguada.
